Herb Nelson P.E. formerly the Bureau of Indian Affairs (BIA) Regional Environmental Scientist, has 16 years of experience in leading environmental compliance services for BIA actions in support of tribal applications plus 15 years with the U.S. Army Corps of Engineers. Project experience includes gaming, land acquisition, economic development, housing, schools, transportation, energy, homeland security and natural resources planning and management.
I have been BIA's NEPA Team Leader for a number of controversial gaming and other projects, including public hearings, scoping and drafting environmental assessments and EISs, responding to public comments and litigation. Proper NEPA documents must analyze impacts of the federal actions following specific NEPA regulations and case law, involving compliance with many other environmental mandates, without merely generating an encyclopedia of expensive and pointless information.
Received U.S. Dept of the Interior's Environmental Achievement Award in 2000 as a member of the Multi-Agency training team for National Environmental Policy Act (NEPA) and conducting Phase I Environmental Site Assessments (ASTM E 1527-05). Helped train over 2,000 students from tribal governments and Alaska native villages. Also received U.S. EPA's Bronze Medal and two outstanding service awards from the Native American Fish and Wildlife Society Midwest Region for environmental services for Indian Country.
